            Subject: University Grants Commission’s National Eligibility Test (NET)

            Reference: NET of June 24 – Examination – 2012

            Be kind enough to see the grievances of students those who attended the referred examination. In the pre-examination notification, the UGC has illustrated the level of marks criteria. But after examination the commission has changed marks criteria with their discretionary and callous minded authority. Hence the UGC has seriously injured the minds of a number of students. In this examination they introduced objective type questions and implemented in the science subjects. A number of studious students have been attracted to objective type of examination in Humanities. But the Commission has destroyed the healthy trends of higher education with their draconian decision.
            In the last year there were three steps in the examination. Paper I consisted of 100 marks, 50 questions to be attended out of 60 questions. Paper II-100 marks, 50 questions to be attended. Paper III was descriptive type, total marks 200. But the examination of June-2012 became objective type of 75 questions, total marks 150.

From the early days itself there was a statement in their notification “Pass criteria may be changed”. So it was a formal statement of the Commission and was not harmful to the students. The notable points are the following:

v  The provisional publication of answer key by the commission may help a student to see the pass or failure. But it is a license to UGC to do injustice in the name of criteria. It is for keeping nepotism, corruption and favoritism.
v  Hence a responsible body of education has violated the total spirit and cheated the students.
v  In the notification of NET itself they can say the level of marks. But in the greenroom they are playing with black cards.
v  A student is aware of mode of writing to attain pass criteria with blackening process. This false play of UGC may continue in the next time also.
v  Examination is not a way to amass currency. But it must be for academic wellness.
v  The publication of answer key by the UGC carries a dubious look because it is published two times. This is very irrational and unjustifiable.
v  Now the NET holders of previous terms have applied for JRF. So the number of candidates was in high level. It led to a loss of opportunity to the candidates of 2012 June 24 examination.

The UGC can raise the level of marks of JRF. It does not mean the total firing on Lectureship also. It is against justice and aggrieved students are going to seek the intervention of the Honorable Supreme Court of India. It is a national issue. So a legal solatium is needed for the whole Indian Students. It is planned to frame a steady Cyber System also for this unjustifiable and inhumane act of a responsible Commission which stands for higher education well being.

    As minimum marks were already prescribed by UGC for each paper, candidates, with the minimum marks in mind, will only concentrate on questions that are easy and sure for them to achieve the minimum qualifying marks for each paper.


    Further, candidates will give less importance to questions that are hard and less sure for them to achieve the minimum marks. This can happen even if there is no negative marking involved.

    Further UGC’s method of fixing 65% as the aggregate cut off mark for the three papers is illogical. If such a common aggregate is fixed for all subject streams there will be gross imbalance as to the number of candidates passing form each stream. Arts students will find it difficult to clear whereas Science and math’s candidates will clear more easily. Hence it’s highly essential that each subject category should have separate aggregate if at all such an aggregate is fixed.


    What UGC has stated is that, this was done in order to reduce the number of NET candidates by half. What if they set the standard at 65 and more students clear? Will they raise the standards again? What UGC should have done is to prefix the aggregate cut off percentage and stated that if they don’t get the minimum required candidates they will relax the aggregate cutoff.


    The fact that they want to raise the minimum marks shows that they don’t trust their question papers. By raising the minimum marks they inadvertently say that their question papers were substandard.


    Another possible argument that may be raised is that they want to keep up the standard of lectures. Since all these years UGC’s cut off was 50%, does that mean the quality of lectures were bad all these years?


    There are numerous reports regarding the lack of qualified teaching staff and research students in India. In fact in such a scenario UGC should reduce the minimum cutoff.

    As per the Article 14 of the Indian Constitution and based on the doctrine of legitimate expectation any decision in this issue shall give regard to the expectation based on previous practice or past conduct unless some overriding public interest comes in the way.

  2. Incorrect answer key of UGC , NET JUNE, 2012
    Even now the answer key of the Qn.No.64 of Paper III , Tourism Administration and Management is incorrect.
